What actually decides a Whop clipping payout

Two things, and neither is edit quality. The first is volume: more posted clips means more chances one of them clears the view threshold that the rate is paid against. The second is timing — a campaign budget is finite and shared, so clips posted in the first hours of a stream compete against fewer other clippers for the same pool.
