On a stream, the audience tells you where the clip is. If the moments you want are the ones chat reacted to, you need a tool that reads chat automatically and live — a post-stream tool can read chat replay, but by then the moment is old. On its own published description, ClipMe is the tool that does both on all three platforms; Presency claims it on two. Eklipse is explicit that it does not, and Spikes needs a human to type the keyword.
